Licence of the KEVII PoI

  1. Establishment and Meetings
    1. The said preceptory of Improvement shall continue to be known as the "King Edward VII Preceptory of Improvement" ("KEVII PoI"").
    2. The role of the KEVII PoI is fourfold:
      1. To instruct any Knight of the English Constitution in all aspects of the Templar and Malta Rituals,
      2. To test any such Knight in their competency in the roles of Eminent Preceptor and Marshal and recommend that Great Priory issue them with a certificate of competence, identifying them as Certified Preceptors of Improvement,
      3. To carry out demonstrations and workshops at the request of Provincial Priors, and
      4. To recommend to the Grand Master's Ritual Committee updates to the ritual, if appropriate
    3. The KEVII PoI will meet at Mark Masons' Hall 86 St James's Street, London SW1 1PL on such times and places as the Committee of Management may determine, with said times and dates recorded in the Liber Ordinis Templi issued annually by the Great Priory of England and Wales and its Provinces overseas ("Great Priory").

  2. Membership and Dues
    1. Affiliate Membership - Every preceptory on the roll of the Great Priory shall be affiliated to the KEVII PoI and, as agreed by the Grand Master's Council in December 2023, shall pay an annual affiliation fee as may be determined by the Grand Master's Council, with said affiliation fee to be collected and paid by each Province.
    2. Life Membership - Membership of the KEVII PoI shall be open to all Knights who are subscribing members of Preceptories on the roll of Great Priory on payment of a 'Life Membership' fee of such amount as may from time to time be prescribed by the Committee of Management. Life Members are entitled to receive all communications from the Registrar, including:
      1. Notice of each regular meeting of the KEVII PoI,
      2. The Minutes of every such meeting, and
      3. An invitation to the Annual Dinner of the KEVII PoI.
    3. An Attendance Fee, of such amount as the Committee of Management may prescribe from time to time, shall be charged for each meeting attended.

  3. Committee of Management
    1. Subject to compliance with the requirements of Statute 121(1), the control and management of the KEVII PoI shall be vested in a Committee of Management, whose names will be recorded in the Liber Ordinis Templi issued annually by Great Priory.
    2. The Committee of Management shall comprise:
      1. The Great Marshal, as chairman,
      2. One Past Preceptor of or in the King Edward VII Preceptory, recommended from time to time by that Preceptory and approved by the Great Marshal, and
      3. Not less than three other members appointed from time to time by the Grand Master on the recommendations of the Great Marshal.
    3. At least half of the Committee of Management shall have passed their test of competency to become Certified Preceptors of Improvement.
    4. The members of Committee of Management shall be appointed annually for one year
    5. From the members of the Committee of Management, the Great Marshal shall appoint one member as a Registrar and another member as a Treasurer.
    6. The Registrar will be responsible for:
      1. Arranging the regular meetings of the KEVII PoI,
      2. Arranging, on behalf of the Great Marshal, the meetings of the Committee of Management,
      3. Booking the rooms at Mark Masons' Hall FOR the regular meetings of the KEVII PoI,
      4. Updating the KEVII PoI's entry in the Liber,
      5. Communicating with Provinces,
      6. Communicating with Life Members,
      7. Arranging the Annual Dinner of the KEVII PoI; and
      8. Such other duties as the Great Marshal may reasonably request.
    7. The Treasurer will be responsible for:
      1. Sending out each September an annual statement to each Province to collect from that Province the Annual Affiliation Fee per preceptory within that Province,
      2. Producing the accounts at the Annual Meeting of the Committee of Management, including a reconciliation of payments by Provinces, and
      3. Collecting the payments for the Annual Dinner of the KEVII PoI.
    8. The Committee of Management shall meet as often as may be deemed necessary by the Great Marshal, at a time and place to be fixed by him, but not less than once a year with that Annual Meeting occurring in the period after Great Priory and before the end of July.
    9. At its Annual Meeting, the Committee of Management shall:
      1. Confirm all new Life Members,
      2. Confirm the times and dates of the regular meetings of the KEVII PoI for the ensuing year,
      3. Confirm the date of the Annual Dinner of the KEVII PoI during the ensuing year,
      4. Confirm the Life Membership Fee for the ensuing year,
      5. Confirm the Attendance Fee for the ensuing year,
      6. Consider whether to recommend to the Grand Master's Council any change to the Annual Affiliation Fee,
      7. Confirm the Instructing Preceptors for the ensuing year,
      8. Prepare and submit to the Grand Master a report on the accounts and activities of the KEVII PoI during the twelve months ended 30th June, to be included in the Liber Ordinis Templi at the Grand Master's sole discretion, and shall cause a copy to be sent to the King Edward VII Preceptory and to every Province for onward despatch to their preceptories, and
      9. Enact such other business as may be required.

  4. Instructing Preceptors
    1. From time to time as may be deemed necessary, the Committee shall appoint from among its own members not more than three Certified Preceptors of Improvement to be the "Instructing Preceptors" for the regular meetings of the KEVII PoI;
    2. The Instructing Preceptors will be responsible for:
      1. Running the regular meetings of the KEVII PoI to instruct Knights; and
      2. Assessing Knights to be put forward for the tests.
      They may from timer to time co-opt other Certified Preceptors of Improvement to assist as required.

  5. Certificates of Competency
    1. It shall be within the powers of the Committee of Management to request Great Priory to issue certificates of competency to Knights of Preceptories on the roll of Great Priory where after due instruction and subsequent examination the Committee of Management is satisfied that such Knight is deemed qualified to be appointed as a Certified Preceptor of Improvement and to act as a Instructing Preceptor of a Preceptory of Improvement as duly sanctioned by the Grand Master or a Provincial Prior.
    2. Certificates of competence may be issued only to those Knights who are Life Members of the KEVII PoI and whose names have been approved by their Provincial Prior or in the case of unattached Preceptories by the Great Vice Chancellor.
    3. The Test is taken in two parts; by taking the role of (i) Marshal and (ii) Eminent Preceptor. These two parts may be taken in any order and, where possible (subject to the discretion of the Committee of Management) at consecutive meetings.

  6. Workshops
    1. The KEVII PoI will arrange for the delivery of workshops or demonstrations in a Province at the request of a Provincial Prior.
    2. No charge shall be made for any workshop or demonstration.
    3. No more than five workshops shall be delivered in a year.
    4. The workshops are arranged by the KEVII PoI Registrar and will be delivered by a team of four Knights, who will occupy the roles of Eminent Preceptor, Marshal, Chaplain and Orator (who will explain and expand on the actions of the Eminent Preceptor and the Marshal). A Reserve Knight will also be appointed. The team will be drawn from all the Certified Preceptors of Improvement with at least one Instructing Preceptor in the team.
